Though the Bible does not clearly state whether or not animals have souls and thus can be reborn more and more religious leaders are considering the prospect.

If you are defining the soul as we did above as the place where your emotions flow out of where you think reason and make decisions then absolutely animals have souls. So even though animals do not have eternal spirits they are physical and have what we may call an animal soul.
Nevertheless any human being with common sense knows that animal souls are different than plant souls and both are different than human souls. Hence some of the scholars said that the Angel of death is the one who takes the souls of all creatures whilst others said that Allah takes their souls Himself and causes their life to cease.
